Mengi was born on 29 May 1943 in the Kilimanjaro Region of Tanganyika (now Tanzania) into a modest family. His early life was marked by poverty, and he grew up in rural conditions with limited access to basic resources. Despite these challenges, he pursued education with determination and later travelled to the United Kingdom, where he trained as a chartered accountant.

After qualifying as an accountant, he worked with the international firm Coopers & Lybrand (now PricewaterhouseCoopers), rising to the position of Chairman and Managing Partner in Tanzania. In 1989, he left professional practice to focus fully on business.

Mengi founded the IPP Group, which expanded into manufacturing, mining, and media. He became particularly influential in the media sector, establishing television, radio, and newspaper outlets that contributed significantly to press freedom and public discourse in Tanzania. His media enterprises played a key role in shaping democratic engagement in the country.

In addition to his business success, Mengi was widely recognised for his philanthropy. He supported healthcare, education, and social welfare initiatives, including funding medical treatment for children and advocating for persons with disabilities.

Reginald Mengi died on 2 May 2019 in Dubai, United Arab Emirates. He is remembered as a self-made entrepreneur whose life story symbolises resilience, innovation, and social responsibility in modern Africa.
